The Alcohol and Gaming Commission of Ontario has fined Betty Gaming CA$120,000 after finding that weaknesses in its age-verification and player-eligibility controls allowed people under 19 to create accounts, deposit money and gamble on Betty.ca.
The operator told the regulator in November 2025 that it had identified a vulnerability in those controls. The commission said nine underage users were able to open accounts, fund them and place bets, while another 14 created accounts but did not deposit money.
The penalty was issued under Ontario’s Registrar’s Standards for Gaming. The AGCO said the case breached section 3.01, requirement 1(a), which bars operators from allowing minors to register, log in or gamble online, and section 3.04, which requires player information to be collected, saved and validated before an account is created.
Dr Karin Schnarr, the commission’s chief executive and registrar, said the legal age requirement is one of the most basic and important safeguards in Ontario’s regulated gaming market. She said operators are responsible for making sure their systems work before they go live, and that the regulator will act when those responsibilities are not met.
Ontario requires online gamblers to be at least 19. In January, AGCO fined FanDuel Canada CA$350,000 over 144 table tennis bets, and in May it fined Relax Gaming and Arrise Solutions CA$40,000 each for allowing Ontario residents to access unregulated gambling games. Betty Gaming can appeal the order to the Licence Appeal Tribunal within 15 days.
