Kyrgyzstan has reviewed preliminary findings from an international assessment of its anti-money-laundering and counter-terrorist-financing system, including a risk assessment of the gambling sector, as it prepares its response ahead of a final review in 2027.

The preliminary draft report was presented on Sept. 30 to the relevant commission at Yntymak Ordo, following a two-week on-site mission by assessors from the Eurasian Group on Combating Money Laundering and Financing of Terrorism, or EAG. First Deputy Chairman of the Cabinet of Ministers Daniyar Amangeldiev chaired the meeting.

The commission examined the status of a plan to mitigate identified risks alongside the gambling-sector assessment. The State Financial Intelligence Service and other agencies were instructed to prepare substantiated comments on the assessors’ preliminary report.

A day earlier, the Cabinet approved Resolution No. 653, establishing a state strategy for combating money laundering and terrorist financing for 2026-30. The resolution also adopted an implementation action plan for that strategy.

The review forms part of the EAG’s third round of mutual evaluations, which measures member states’ compliance with Financial Action Task Force standards. Kyrgyzstan was the first country assessed in this round, according to the UN Office on Drugs and Crime, which said the evaluation would examine whether changes made since the previous round had effectively strengthened the country’s anti-money-laundering, counter-terrorist-financing and counter-proliferation-financing framework.

The country had improved its ratings on nearly all FATF recommendations to partially or largely compliant levels since the prior round, UNODC said. Its second-round EAG assessment, approved in May 2018, recognised progress but recommended a national strategy based on identified risks and more detailed analysis of money-laundering and terrorist-financing exposures.

Kyrgyzstan is due to defend its position at an in-person meeting in spring 2027. The final discussion of the mutual-evaluation results is expected during EAG plenary week in Tashkent in May 2027.
